Why do export endpoint timestamps have second precision while internal timestamps use milliseconds?

and one more question: why are timestamps returned by the export endpoint down to s precision but the internal representation (and what's displayed online) is to ms precision? the $insert_id property is only useful if the timestamps are the same, but how are we supposed to do that, if the export has less precision than the internal representation?
