We are working on reducing MTUs by stopping certain events and applying sampling. Currently, we are planning to remove events only. Should we also stop user creation or user properties?

If you're on an MTU plan, removing events that contribute to more MTUs is a good way to reduce the MTU count. I'd recommend looking at the unique user count for events to get an idea of which events are contributing to more MTUs. In Lexicon, you can see the number of times an event is queried.
MTU-based billing is unrelated to the number of user profiles created. This means you don't need to decrease the number of user profiles being tracked. The MTU Billing doc goes more in-depth about MTU-based billing.
