Understanding Most Frequent in Aggregate Property Settings

Hi, could someone help me understand what this type of cohort setting means? I'm referring to the Aggregate Property setting - "Most frequent." In the example shown in the screenshot, does this mean I'll get a cohort of users whose most frequently used operating system is Android? In other words, will this include users who primarily use our product on their Android devices rather than on desktop?
