Maintaining Exclusion Events in User Drop-off Analysis Flows

Hello, I'm trying to do a drop off analysis of users who have not converted. I am creating a cohort based on my inital flow which contains a exclusion event. When looking at the flow report of the selected cohort i can see the excluded event in the added steps - Is there a way to keep this exclusion event thorugh all steps? If i add the exclusion to the new flow it only seems to filter on the named steps rather than those included after, is this the standard mechanism for exclusions?
