The issue is that project-level ownership does not grant access to billing settings — that requires a specific organization-level role.

To resolve this, you'll need to ask an existing Organization Owner or Admin to upgrade your organization role to either:
Owner — full org-level permissions including billing, or
Billing Admin — limited to billing management only
