Optimizing Funnel Graphs: Excluding Specific Events Effectively

I have a Funnel graph that shows 2 events and want to ensure that a 3rd event has not been performed at any time during the session. I have added the event under Advanced >> Exclude users who did... but it hasn't made much difference as my expectation is that it should omit more users than it's currently doing. What is the best way to achieve this?
