I'm sorry, but the knowledge sources do not mention any way to set a timezone for a dashboard that is separate from the project timezone. All dates and times in Mixpanel reports and dashboards reflect the project timezone, and the timezone can only be set at the project level, not per dashboard or report. Changing the project timezone affects how results are output across all reports and dashboards in that project, but there is no indication that dashboards can have their own independent timezone setting Managing ProjectsReports Overview.
