Why am I Seeing (not set) for Cities in Monthly Active Users Boards Despite City Data Being Present?

I have an issue where I see (not set) for a large number of many boards related to monthly active users broken down by city, but when I view those users, they all have a city set for those events. Is this a mixpanel bug?
