Cohorts Page: Inquiry About Missing 'Created by Anyone' Drop-Down Option

On the Cohorts page, there used to be a third drop-down value for Created by anyone that would let an admin user see the cohorts that other users had created, but forgotten to share with anyone else etc. Has this option been removed, or have I just lost it as a consequence of us playing making changes around roles within our organisation/project/etc?
