Tracking Marketing Site Users Without Cookies in SaaS

Hello there. In SaaS, there are typically two websites: one for marketing and another for the app. How do we track users on the marketing site who haven't accepted the cookies? We want to track page views on the marketing site and sign-ups on the app site.
