Count-to-date reports for past period truncated to current day, to allow easier comparison of current (incomplete) period to past periods

This feature will make progress in a current current (incomplete) period more comparable to past periods.

For example:

1. If showing report split by week and current day is Wednesday, then all prior weeks should only show numbers up to Wednesday, if truncated option is selected.
2. If showing report split by month and current date is 20th July, prior month figures should only show events in those months up to the 20th of the month.
