Cohort not 100% sync to OneSignal

We already make sure that each of the Mixpanel profiles in the cohort has `$onesignal_user_id`, and we also make sure that there’s a corresponding email channel on OneSignal for each of the users in the cohort.

The cohort size is 68, but after syncing complete, only 5 email channels on OneSignal are marked. We tried many other cohorts, all of them had this issue. I think it’s bug, just not sure if it Mixpanel or OneSignal causing this bug.
